Yes as long its wifi you can set schedule when to shut off the internet on the tv

Yes. You can create new profile fir TV and related devices like set top box etc and add filters/restrictions

Yes you should be able to. There is a place in the setup to identify "excluded devices" or something like that. These are devices that are not subject to the scrutiny of the Circle and are not effected by it, such as smart TVs, smart thermostats, alarm systems, Apple TV, etc.
