Because other people aren't so clear on this, to get a GMRS license you must register at the FCC website, and it's currently $70 for 10 years and covers your entire family. It does require it, and it is not the same as a ham radio license (which is much cheaper).

It would be a good thing to do a search for a radio club in your area. In the Clarksville, TN area, American Legion Post 289 has combined Amateur Radio Service and Personal Radio Service into a club. Our mission is communication in the case of an emergency or disaster. To join our club, you must be able to join the American Legion or one of the American Legion Family - SAL or AUX.
