Essentially yes. But it ain't easy. You have to connect to the camera via the DriveSmarter app, go to the "gallery" there you will see a scrollable list of all the clips on the camera. These clips are 1 or 2 or 3 minutes long depending on how you set up your camera. You have to find the right ones, down load them ( High Res files over wifi/Blutooth is NOT fast) and then play them.
