“Can i Split the 8 pin PCEI Connector plug into x4 6+2 pin? This is to run x2 GPU on one 8pin slot. A 3rd unit may be placed on the 2nd 8pin in the future which is why I ask. If this is true I can apply x4 GPU onto this PSU assuming wattage is accounted”

Yes. It depends on your gpu power requirements for each card. Sounds like you have a grasp of your needs. I'm running 3080 FTW3, and 3070ti, and external LED'S with about 50% power used. So I could theoretically add more cards depending on type.
