It does not say. They only recommended that the fans are an intake. However, I would recommend mounting it to the top so that the pump isn't being starved. The fluid naturally flows down into it by gravity.

If you mount it onto the front of the case you will want to mount the radiator with the hoses at the bottom, and the top of the radiator higher than the CPU. This way if there is any amount of air in the system it should stay in the top of the radiator versus in the pump head; which isn't good for the pump.
