“The Bluetooth doesn't pair with anything. Not even Windows. Windows is searching, the keyboard is switched to bluetooth, and it's not being picked up. Same with the corsair mouse, except it picks up and has a pairing error every time.”

Try to use the dongle in the keyboard and connect it to your pc. Make sure that the keyboard it placed on windows and that it’s turned to Wi-Fi. It should work then.
