• The PSU Fan may stop in the BIOS because there is very little load on the system while viewing the PC BIOS.

• Generally, PSU fans tend to only run when needed, and with the low power draw in BIOS/UEFI, there won't be enough heat generated to warrant the fan to spin.

• The PSU fan will only spin if it gets too hot. The RM1000X has the special "Silent fan" operation that only gets the fan spinning if the PSU is getting hot.

• The consensus in the tech community is that GPU fans do not need to run constantly. Modern GPUs are smart enough to adjust fan speeds based on workload and temperature. This not only saves energy but also prolongs the life of the fan.
