I don’t know if it’s required, but I can certainly say it’s heavily recommended. Very very heavily recommended. Like the CPU fan even came with it.

You need some thermal paste on your cpu to ensure an effective cooler mount. Also make sure you remove the plastic on the underside of your cooler BEFORE installing

If your replacing cpu or fan, yes, thoroughly wipe off previous paste from cpu and or fan with 90% alcohol before using new thermal paste
