• No. For phones you may want to go to a higher performance and longer lasting TIM like PTM which you can get in sheets.

• Depends on what was used originally on said device if its a thermal pad vs thermal paste which could be because of size vs quality thing...but if it originally had a crappy thermal paste then yes this would greatly help in thermals of the device...
