I was charged a 911 service fee of $0.75, other than that, there was no other fee to use/activate this refill card.

It depends on your state, some charge sales tax on prepaid refills plus a 911 fee. In Ga, they charge a .75 911 fee, no sales tax.

When I bought the card, Best Buy charged me about $2.00 tax and a $1.00 911 fee.

Yes, they do. If you refill on Cricket's website, you can waive the taxes.
