Yes, you can use this with a wheeled desk chair so long as you are pedaling with your knees instead of your hips, else you would push your chair further away. Ours rests on a carpeted floor and is used with a desk chair that's wheeled and resting directly on the carpet (and not on a desk chair mat) and there are no problems with being pushed away. The unit is weighted well enough to rest on carpet or hardwood and won't move, though carpet does offer more resistance if you are pedaling hard.
