It possibly could, but it would not seem to be able to provide battery power for a pump for very long without electrical power.

I don't think so. It probably isn't rated for damp or wet locations. Also it would exceed the amps. 530W ÷ 120V=4.41 Amps. With such a large load it would only last a few minutes of backup time.
