I can't imagine it knows the charging rate for every type of device, so I'd say no, its a dumb charger and you'd want to keep track of how long your device is plugged into it.

The device plugged in will be designed to pull the amount of power it needs. The USB ports share the 2.4 Amps that it can output so if you have 2 devices plugged in, it will split the output between the two ports.
