• It will charge even if turned off, but it won't show an indicator of that.

• until the unit is officially turned on the charging circuit is not energized so this is perfectly normal i believe every manufacturer set it up this way so while its in the box there is no load on the battery so it can be preserved till its to be used by the consumer

• The unit continues to charge even when not powered on. The charging process happens in the background as long as it is plugged into the wall. However, the charging indicator and display will only show the charging status once the unit is powered on.
