No, it is not normal. Perhaps your battery cell capacity has deteriorated and is not holding sufficient battery power to provide peak energy consumption. I would recommend either replace the battery cell or upgrade to a higher rating UPS. The latter is preferred.

If you have other equipment plugged into the battery besides your CPU, you could shift that load to another battery backup. Another possibility is that your backup battery unit is due for a replacement of its battery packs. The normal life expectancy of the internal batteries is three to five years under normal conditions. Cyberpower has software downloadable from its web site that provides diagnostics including battery health checks. Lastly, you might want to consider moving up to a higher capacity backup unit. My main UPS, which backs up my CPU, cable modem, and routers, is rated at 1300 VA.
