“Does anyone else have the problem with their GPU spiking even when not doing much, is it a problem? or is it totally fine? Also the GPU fans aren't on all the time only when needed, should i set them to always spinning?”

Just go to the AMD software (ALT+R) And go where it says performance and turn on manual after you've done that put Fan tuning (On) after turn of Zero RPM Then apply changes
