It's a huge difference. The 560 has 896 or 1024 stream processors depending on the model. The 580 has 2304. Also the memory on the better cards usually has a higher clock speed as well. The 560 will struggle to do ultra settings on a lot of 1080p games. The 580, especially paired with this Ryzen processor will do ultra at 1080 on almost any game, even 4k on a lot.

The AMD Radeon RX 580 delivers more power and performance than the RX 560, however it uses more power and may use a 6 or 8 pin in the PSU as the RX 560 uses less and only a 6. Ultimately, the RX 580 would outperform the RX 560, however the RX 580 costs more than the RX 560.
