“This may be a dumb question, but is the liquid cooled CPU prefilled and/or included for self installation? Must liquid be purchased separately, or when purchased will the liquid already be in the rig?”

It comes installed, sealed and pre-filled. You don't have to do anything, it's an All In One or what you will commonly see as an AIO.
