“Why is the fan so loud, and can it be replaced with an ultra quit fan? The fan sounds more than twice as loud as other gaming PC's with these same specs! Could it be defective, or is it made this way?”

It was made that way. It uses a heat sink and the fan system to keep the CPU cool, the older method. You can replace this with a liquid cool system, which will be a lot quieter. If you really want to change the sound go with a Cooler Master liquid cooling system, that will help a lot.
