The majority of the case fans in the PC will most likely be connected to the power supply directly with the exception of the CPU and the graphics card. Because of this, the fans cannot be controlled and will run at a constant speed. The only solution you can do is purchase fans an internal case fan that can be controlled manually which typically will have an additional attachment or sensor to allow some type of automatic speed control in some cases.
