“not able to connect my PC to my monitor. I've tried connecting both with HDMI and VGA cables. Monitor still gives "no signal" status. Still haven't tried connecting with VGI cable yet, but just wondering if that would even work as well.”

Please make sure you are connecting your monitor directly to the AMD Radeon RX 460 graphics card and not to the motherboard's VGA port. The graphics card will have one DVI, HDMI and DisplayPort connections only and will not have a VGA port.
