Can this play bo3 on medium or high null

Yes it can comfortably play it on medium not sure about high though.. so far there's only been little confirmation of the 1050ti's performance but in Gta 5 on medium it does pretty good so im sure it wont be so bad, although the processor in this computer is a bit iffy.

This pc can run anything u throw at it (Gta 5 very high, Far Cry 5 Ultra, even PUBG high at 60 FPS) ;)
