are you just talking about the GPU because if your trying to overclock the CPU you should use Ryzen Master. and yes it is safe there are hundreds of tutorials. as long as you stick to a moderate overclock and don't push the voltage to a crazy level. i believe AMD recommends the CPU not be above 1.35v for longevity reasons but i have my Ryzen 1700x at 1.42v with a stable 4.0Ghz overclock. as for overclocking the GPU i played with it. it was honestly way too loud not matter what you set it to, so i reset it back to factory.
