can this run fallout 4 and bo3 null

It will have a very rough time running those two games on any graphical setting. What I reccomend is buying this pc and then buying a separate graphics card like the NVIDIA gtx 760 and replacing the graphics card. It will save you money and be less expensive then a prebuild with that graphics card.

If you minimize the window and turn your graphics down, you should be good to go.
