“Will this pc be able to run a duel monitor set up. But one monitor is for like personal use the other is strictly for games. If so will running 2 effect the frames or can this pc handle it no problem. Thank you:)”

The 2070 has 3 Display Port and 1 HDMI so yes it can handle multiple monitors. It will only affect frames if you are doing frame intensive things on the other monitor i.e. watching twitch while gaming.

However, you will need to use two different cable combinations such as HDMI and DisplayPort as it may only have one of the port.
