If the device is not flashing indicating a successful reset try to install that bulb into another fixture preferably a non lamp style, and attempt to reset it and pair in that fixture. A slightly more expensive yet different of these bulbs exist, and yes, they do change color. They will say so on the box if they change color.
These are just a warm yellow color and you can control their brightness by dimming them.

Long answer. It will work as a normal light bulb just fine on a power timer. However you will be unable to turn the light on or off while the power is off at the timer or off at the old school light switch using the app.

A:AnswerNo. Wemo controls Wemo products, C by GE uses the C by GE app. They *can* both be controlled through Alexa (and I'd assume Google Home and Siri/Homekit.)
That said, I'd say drop wemo - if you lose internet, you lose wemo control. C by GE keeps running. If you need plugs, C by GE has those, as well.
(Not an employee or otherwise paid. I just have gotten to really like C by GE and have gotten rather annoyed at Wemo.)
