For music no question definitely to tower speakers or two bookshelf speakers. The center channel is more important for 5.1 and in that configuration it handle 60 to 70% of all dialogue and so a lot of the work is done by the center channel. I would get This for a center channel and two bookshelves for music and simply use the two bookshelves and center together for 3.1 for movies and TV and then use the two bookshelves for 2.1 for music. You also need a sub.

You will need a AV receiver or integrated amplifier to connect your speakers with. Try the Denon AVR-S960H. This receiver will allow future upgrades. Start off with a 2.0 system and grow into a 7.2 or 5.2.2 Atmos system.
