It depends on the Chinese input method that you are trying to use. Generally, the language package comes with traditional and simplified Chinese ready to install on the PC, if its something more complex like Pinyin or Wubi, it is also possible. And yes, you are able to use your fingers to type directly on the screen as if it were a pad/tablet.
