• I have played video on USB even using a USB hub for additional usb plugins without any problems. Note: I have a rather fast internet conection so I'm not sure what role that my play but otherwise, I'm just using a macbook pro with an external monitor and no issues what so ever.

• no its not a tv the usb is a hub ex of your computers usb.

• Assuming you're also connecting this monitor to a computer or tablet, Yes. There is no built in O/S on this monitor so it does need some source that can play the video from your USB source.
