“Can I reapply thermal paste on the CPU, GPU, and heatsink to any effect? I've read various reviews and noted that this laptop runs hot and I am wondering if I should do that and will that void the warranty if I do that.”

As per screenshot from Dell this DOES NOT void the warranty so Best Buy is incorrect. Only if you damage the part while replacing the FAULTY thermal pads or paste will it void the warranty. Be careful and do a good job and you have nothing to worry.
