Hardware related. Dell uses a generic thermal paste and they use too much of it. Their answer is to update the Bios and slow the CPU down. The issue has not been resolved and Dell will offer useless suggestions if you contact them. I removed the junk paste and applied a better grade thermal paste and it helped a lot.
