Modern computers have multiple "cores" (basically, multiple CPUs working together, and often then also have multiple "threads" (basically, one CPU acting a more than one). These are usually both efficiency cores (less powerful--therefor slower--but use less electricity, therefore extending the battery's charge) and performance cores (more powerful and faster, therefore using more electricity and shortening battery charge). In this case, the 1.7GHz is the Base Clock Frequency of the efficiency CPUs.

Both of these features are listed in the Bios of this computer accessible by entering F12 on boot up to review, but do not make any changes in the Bios if not familiar. The base Speed 1.70 ghz is the one listed in Settings\System]\About path under Processor info in Windows 11, but does not mean that the current speed state of computer is running at that speed, more than likely around 3.3 ghz or so.
