“Does this laptop come with an International Warranty? If I buy it and then travel abroad, will I be able to avail warranty in that particular country, regardless of buying it from best buy US? Furthermore, can I upgrade normal warranty to 2 or 3 years accidental coverage?”

go to the Dell website or call their Support hotline and acquire the extended warranty coverage or you could do same when Registration of Product. Speaking to Support will allow your interaction to ensure no limitations on area coverage. My limited research reflects no problem in that coverage as warranty is on unit and not country. Getting service overseas could be concern discuss with Support.
