The "camera blocked or disabled" message you're seeing on your laptop may indicate that the camera has been physically disabled or turned off via a hardware button or keyboard shortcut. You could try to check for a Physical Privacy Switch. On the Dell Inspiron 2-in-1, check the top bezel of the screen near the webcam for a small sliding switch or shutter. If present, slide it to unblock the camera.
