touch screen or on screen keyboard can be added any computer including non-touch one. For this laptop, it is the same. Even better feature on this laptop is, when you switch to tablet mode and are touch on text areas a virtual keyboard will automatically show up, you can also bring it up by using the keyboard icon on the right side of the taskbar.

It has one as well as a Dell active PEN.

If you are looking at the activating the On-screen keyboard, yes, you can, as that is a built-in feature of Windows 10 operating system.
