DVD writer, yes. No burning software (comes with very little software installed at all, clean slate).

Yes, it has a DVD drive, and you can burn files, music, etc., to a DVD using Windows Explorer. It also has some software: The web-based version of Microsoft Office with Word, Excel, PowerPoint, etc. It also has a number of other free apps that now come with Windows 10.
