You can use Xe Max for tensor flow but RTX 2080 is a high end graphics card which basically means that computing power for it will be higher than the Xe Max.

This entire platform is equipped for AI and has deep link. Unless tensor flow is using vulkan or oneAPI you are probably only going to get compute power from the Cuda cores alone via Nvidia Cuda API. This platform comes equipped with deep link AI out of the box.
