What's making the noise? The video or the cpu fan. If it's the video card, you'll need to consider a different board, which will cost big bucks and be a hassle. If this is happening during gaming, tune down your specs ( anti-aliasing, etc ) a little. RX580s are known to be loud during intense gaming. If the cpu fan is loud, what are you doing? The only time make noise is if I run VERY cpu intensive programs ( math stuff, etc. ) If you're not doing this, take it back so they can clean the cpu & fan and reapply new thermal paste. If that doesn't help, the fan is defective. If the power supply is making noise, it is defective unless you're loading the machine with 2 video cards or something.
