“Does the mounting on the motherboard support standard B350/X370 brackets for replacing the cooler? Could I put a 212 evo in here to have a bit of OC headroom?”

• Since you can't overclock this machine ( bios won't allow it ), installing that cooler would be a waste.

• Yes you can. And yes you can over clock with this board. Use the Ryzen master program. Easy peasy

• Yes on the brackets, as those are defined my the motherboards slot type. You'd have to check with the manufacturer of the evo to see if it's compatible with the slot type.
