Well, if the manufacturer’s specification says there is a webcam, then there should be a webcam. It is obvious wether there is a webcam or not. But because it is a refurbished item, it is also possible that it is just missing the webcam driver software. You can check at the manufacture’s website and download the driver using the serial number.
