“I know this monitor has G sync but the "setup GSync" option doesn't show up in Nvidia Control Panel with this monitor connected. I've tried setting V-sync to be on in the Nvidia control panel 3d settings but the Gsync option still doesn't show up.”

Make sure you have the AMD freesync option turned on. Would also recommend using the displayport connection instead of HDMI. I had the issue you are describing once when I was using HDMI briefly.
