• I would imagine it would. I'm using it with older Surface pro using mini display port to hdmi adapter and works great.

• This monitor's hardware configuration meets the requirement to be connected to the USB-C port of the Microsoft Surface Thunderbolt 4 Dock using HDMI to USB-C Adapter, however, Dell hasn't tested this monitor with Microsoft Surface Thunderbolt 4 Dock hence compatibility is not assured.
