The short answer is No. The regular XPS 13 (Model 9370) comes with a touchscreen, which is not the same as a pressure-sensitive digitizer that allows you to take advantage of pen features. You can use a rubber-tipped stylus or your finger for that matter on the screen, but that doesn't sound like what you are looking for. Note that the screen will allow you to use the tip of the pen to trace in certain apps or select things like you would with your finger, but that's not the same as having an active stylus. I would also point out that this is a traditional laptop and the screen does not fold all the way around to allow you to hold it like a tablet. If pen features is what you are looking for, then you probably want the XPS 13 Model 9365 (2-in-1) which Dell already sells, or hold out a bit longer (I heard Sept 2019 release) for the updated Model 9375, which will have updated internals that should offer better performance over Model 9365.
