“Is the RAM user upgradeable in this iteration of the XPS14? Older versions allowed it, but I've seen some comments that the RAM is now soldered to the main board. Also, how large is the 2nd M.2 slot? does it allow the full 30x110mm of the standard?”

Unfortunately not! This laptop is populated with all the ram these slots can handle
