Try adjusting the Source Level (Inputs menu) to balance out the 2 sources. It's possible the cable box is sending more signal voltage to the AVR so the volume appears louder. It's also possible that you're hearing the difference between a PCM based format and a Dolby or DTS based format. PCM will send audio as "digital stereo" while Dolby and DTS create a surround field.
