• Yes, you could take it underwater. There are no electronics or anything on it that would make it problematic.

• Yes, the stick is waterproof. I used it with my GoPro while diving. I had no issues, but I also rinsed it with fresh water after I returned home.

• Yes it is. I bought it for my trip to Cancun and I used it with my Hero 7 Black in the pool and the ocean and it worked great, and it still works great. It doesn't float though so depending on the depth of the water you're in you'll want to use the strap.
