Yes and you have to in order to operate. You need to download the DJI app to your phone, iPad, etc. There are apps for android or iOS systems. You can also use a 3rd party app, litchi, highly recommended. Go to the DJI website and download the manual. It will answer your questions. Best Buy also notes that you have to register your drone. Not anymore, that was overturned, for now.

Yes it can be viewed from your phone. Once the drone goes out of sight, this is the only way you can "see" to control it
