I usually see the Best Buy exclusive SteelBooks for sale in-store after the game releases, and after a quick search it appears some of them become available online as well. See the recommendation section below for examples. No guarantee that will be the case here, but I have seen entire endcaps loaded with them before so...

As far as I've known BestBuy is the only retailer that gives the steelbook for free. You can't purchase it separately, if you do wish to do that you best bet would have to be through second-hand sites (ie eBay or Craigslist).
