“Can it stay plugged into outlet and have a 1/2 HP sump pump plugged into it and if power goes out it will automatically run the sump pump during power outage.”

Yes. But some products have overcharge protection , you would want to check. Overcharging some devices can lower it's life. Check into that n see if itl work for you
