“I'm petting sitting the owners have this vacuum. For some crazy reason I can't turn it on. There is a switch on the upper left, but that isn't working for me. Help!”

If it’s not emptied or the filter needs rinsing the vacuum may not turn on. There are two filters . I would not rinse the 2nd filter as it takes time to dry but would try to empty the regular filter and try again
